How do I show the comments and discussions? also the end users are not able to comment or reply to topic.. I am talking about going inside the topic and then replying to the topic. Even though i have enabled comments, I cant see the menu to reply to a topic (as admin and also as a subscriber/contributor)

Again, I think this may be connected with your theme. Can you try a quick test on a topics page that has comments - switch to the Twenty Seventeen theme and see if the comments are visible.
