I have to shut down the site I licensed this for, and open a new site due to viruses and other reasons. Can this license transfer to my new site? And.. if not – is it certain this will not auto-renew at 12 months (I can take the loss, but don’t want it to renew for a site that will be gone).

Yes, just deactivate the license on the old site then activate it on the new site.
