I’m trying to let all viewers read any topic or comment. Just want to limit comments to logged in users. I saw another thread that said to leave permitted viewer roles blank–but I can’t seem to be able to do that. This is the main reason I bought the Pro version

To leave the Permitted viewer roles field blank, you need to deselect any roles that are highlighted, just by clicking on them. When all the roles are deselected, click Save and everyone should be able to view topics.
