Could not use editor tool bar because it didn’t construct when press the add new topic button

I could not use editor tool bar because it didn’t construct when press the add new topic button.

According to the html response, there is no javascript section to call the editor.min.js file when I press the “Add new topi” button.

What’s the problem with this symptom??

Please let me know what the problem it is
